Blizzard 2010 - Sanitation Enforced "Go-Slow" Policy?

Four days after the blizzard and News 12 Reporter stated today that only 30% of Brooklyn streets has been plowed. I, for one, am surprise that everyone is surprise. Am I the only one who considered that the delay by the Sanitation Department can be deliberate? Isn't the Department and employees upset because of past lay-off and more plan in the new years. Instead of taking sick-days; would it surprise everyone if there was an informal agreement to "go-slow" (workers deliberately slow down in order to cause problem from their employers)?
